Washington Warehouse Worker Quota Law (HB 1762)

Washington Warehouse Worker Quota Law (HB 1762) is the Washington statute, effective 1 July 2024, that regulates productivity quotas at large warehouse distribution centers and links them to workplace safety rules.

2023, effective July 2024 US state Washington Enforced by Washington L&I RCW 49.84

What it requires

It applies to employers with 100 or more nonexempt employees at one warehouse distribution center or 1,000 across Washington, including workers engaged through agencies. Employers must give written quota descriptions, provide work speed data on request, and set quotas that allow time for breaks, bathroom use, travel within the facility and safety-related activity. Quotas that expose workers to hazards violating state safety law are prohibited, and the Department of Labor and Industries enforces it and can order quota changes.

Why it matters

Washington ties quota rules to its safety agency, so a quota that drives musculoskeletal injuries can be treated as a safety violation, not just a disclosure lapse. Facility layout matters because quotas must account for walking time to restrooms and break rooms. For example, a 3PL running a large Kent Valley fulfillment center should check that its pick rates allow realistic travel time across a long building, since L&I can order the employer to correct a quota within a set period.
