German Packaging Act (VerpackG)
German Packaging Act (VerpackG) is the German law, in force from January 2019, that required anyone first placing filled packaging on the German market to register in the LUCID register and pay a dual system for household packaging.
What it requires
Producers had to register in LUCID before selling, join a licensed dual system for packaging ending up with private consumers, and report volumes, with fines of up to 200,000 euros. From July 2022, online marketplaces and fulfillment service providers had to check that sellers were registered. On 12 August 2026 the Verpackungsrecht-Durchführungsgesetz (VerpackDG) replaced the VerpackG to implement the EU PPWR, keeping registration, system participation and reporting, and treating existing LUCID registrations as valid.
Why it matters
German packaging rules are one of the most enforced EPR regimes in Europe, and they apply directly to 3PLs. Since 2022, a fulfillment provider may not store, pack or ship goods for a seller whose packaging is not registered, so 3PLs onboarding a new client for German orders check its LUCID number first. For example, a US brand that starts shipping from a German fulfillment center must register in LUCID and license its shipping boxes with a dual system, or the 3PL must refuse the work.
