Warehouse Indirect Source Rule

Warehouse Indirect Source Rule is South Coast Air Quality Management District Rule 2305, adopted in May 2021, which makes large warehouse operators in the Los Angeles region offset truck and equipment emissions linked to their sites.

2021 US state California (South Coast Air Basin) Enforced by South Coast AQMD SCAQMD Rule 2305

What it requires

Operators of warehouses with at least 100,000 square feet of indoor space in one building in the South Coast district must earn an annual number of WAIRE points based on weighted truck trips. Points come from actions such as buying zero-emission trucks or yard equipment, installing chargers or solar, or an approved custom plan, or the operator can pay a mitigation fee of $1,000 per point. Operators file an Annual WAIRE Report each January 31, and owners file building information reports.

Why it matters

Rule 2305 turns truck traffic at a Southern California warehouse into an annual compliance cost or investment decision. The bigger the building and the more truck trips it generates, the more points the operator owes, so busy fulfillment and cross-dock sites in the Inland Empire are the most exposed. For example, a 3PL running a 600,000 square foot parcel building in Ontario can buy electric yard tractors or install chargers to earn points rather than paying the $1,000 per point mitigation fee every year.
