Import Control System 2 (ICS2)
Import Control System 2 (ICS2) is the EU's advance cargo information system, rolled out from March 15, 2021, that requires entry summary declaration data before goods arrive in the EU, now for all transport modes.
What it requires
Carriers and, in some cases, forwarders, postal operators and express operators must file entry summary declaration data electronically before loading or arrival, including precise goods descriptions and six-digit HS codes. Release 1 covered postal and express air shipments from 2021, Release 2 all air cargo from March 2023, and Release 3 maritime and inland waterway transport from June 2024, and road and rail from April 1, 2025, with transition windows to September 1, 2025. Missing or vague data can trigger do-not-load messages, holds and penalties.
Why it matters
ICS2 makes product data quality a condition of moving freight into the EU, because shipments described vaguely, such as gifts or parts, are flagged and held. An e-commerce brand shipping from a US warehouse to EU consumers must give its carrier accurate descriptions and HS codes for every item, or parcels can be refused before loading. Operators should audit SKU descriptions in their order and shipping systems before relying on express or postal channels into the EU.
