CPSC eFiling

CPSC eFiling is the Consumer Product Safety Commission rule, published in January 2025 under 16 CFR Part 1110, that requires importers to file certificate of compliance data electronically with CBP for regulated consumer products.

2025, effective July 2026 US federal Enforced by CPSC 16 CFR Part 1110

What it requires

Since 8 July 2026, importers of products subject to CPSC rules, bans or standards must eFile certificate data, including the product, applicable rules, testing lab, test date and manufacturer, at entry through CBP's ACE system, either as full data or as a reference to CPSC's Product Registry. Goods entering foreign trade zones follow from 8 January 2027. CBP's system does not reject an entry solely for missing CPSC data, but CPSC can review, detain or refuse noncompliant goods and uses the data to target shipments.

Why it matters

eFiling turns product safety certificates from paperwork in a drawer into data that must travel with each customs entry. Importers and their customs brokers need certificate data ready before goods arrive, which is especially demanding for brands with many children's SKUs. For example, a toy brand importing containers to a US 3PL must give its broker certificate data or Product Registry references for each SKU so the broker can file them in ACE, and gaps can raise the shipment's risk score and lead to exams.
