Doha Round
Doha Round is the WTO negotiating round launched at the fourth Ministerial Conference in Doha, Qatar, in November 2001, with a development agenda that was never fully concluded; its best-known result is the 2013 Trade Facilitation Agreement.
What happened and why it matters
The Doha Round matters to logistics mostly through the part it finished: the Trade Facilitation Agreement concluded at Bali in December 2013, which commits WTO members to simpler, faster and more transparent border procedures. The broader talks on farm subsidies, industrial tariffs and services stalled over differences between developed and developing countries. The facilitation agreement, in force since 2017, promotes advance rulings, electronic duty payment, single window systems and release of goods before final duty is determined. For importers and customs brokers, that shows up as faster clearance in many countries, while the round's stall helps explain why trade liberalization shifted to regional free trade agreements.
